2009 WINNER: Healthcare Purchasing Consortium

Formed in 2001 as an executive agency of University Hospitals Coventry and Warwickshire NHS Trust, the Healthcare Purchasing Consortium provides procurement, supply chain, healthcare contracting and commercial services across the West Midlands and North Central London. The partnership works on behalf of more than 40 NHS Trusts who together spend £2.4 billion a year on goods and services.

HPC’s Commercial Directorate has seen a number of successes in 2008/9. The Catalogue Data Provision Project was launched in April 2008, with the goal to provide every Trust in the consortium with a means to incorporate HPC’s catalogue data into their own procurement systems. It now offers a data feed to every Trust in the consortium, detailing changes to that Trust’s HPC contract profile and the items available under Consortium contracts.

The Enteral Contract in the West Midlands is the largest of its kind in the UK. With over 2,400 home feeding patients utilising services secured under it, around 10 per cent of the UK requirements are met under its terms. 21 Acute, Mental Health and Primary Care Trusts participate, with the agreement covering a patient from admission onto the ward right through to ongoing support whilst feeding at home. From the tender award in January 2009, a significant amount of additional resource is now available for Trusts and community patients.

HPC has also been at the forefront of strategic purchasing across the country, including the purchase of Cardiac Stents - a project led by HPC that will cover the requirements of over 50 Trusts. Due to the scope of the project the number of Stents that will potentially be purchased will exceed 50,000 per annum with a total annual expenditure in the region of £15 million. Following a very competitive tender process, The HPC Framework Agreement for Haemostat products will also realise significant saving opportunities for member trusts in the region.
